you can put this in your cont-sys.tex file:
\setuplanguage
[nl]
[\c!leftquote=\upperleftsinglesixquote,
\c!leftquotation=\upperleftdoublesixquote,
\c!rightquote=\upperrightsingleninequote,
\c!rightquotation=\upperrightdoubleninequote]
(of in some mine-def.tex and then do a \readfile{mine-def}{}{})

no, those defaults are kind of frozen
