It is easier than you think:

\optimizedisplayspacingtrue\setlastlinewidth % core-mat macro
\global\advance\lastlinewidth-\hangindent\par % adjust
\hrule width \the\lastlinewidth}
\setuphead[section][textcommand=\Myway]
The key element is \setlastlinewidth, which measures the width
of the final line of the current paragraph.
