\mainlanguage[es]

\setupheadtext [es] [content=\'Indice]
\setupheadtext [es] [chapter=Capitulo]

or 

\setupheadtext 
  [es] 
  [content=\'Indice,
   chapter=Capitulo]

see lang-ita.tex and grep for !es 

you can overload headtexts and labeltexts if needed
