One of the approaches is to use things like
\defineoverlay [TitleGraphic]
[{\externalfigure[picture-A][width=\overlaywidth,height=\overlayheight]}]
\setupbackgrounds[page][background={TitleGraphic}] %
Yet another way is using layers. For details please refer to the
"details" manual.
