at the first glance i would have said yes, and we had tested it, e. g.
see attached set of test files.

Closer look now reveals that it has a flaw: it doesn't automatically
trigger the mktextfm program, if an expanded tfm is missing. Even if i
have e. g. a proper cmr10+20.mf in the search path, the cmr10+20.tfm
won't be generated; instead i have to do a manual mktextfm call.

That's not nice and needs to be fixed. Big thanks to Peter Münster for
reporting it!

now I see, that my problem with HZ is only in DVI mode, PDFs are ok.

Here my test file:
