The solution is really simple. Move the closing
bracket to the previous line, like so:
\setuppublicationlist[
authoretallimit=100,
artauthoretallimit=100,
maybeyear=off]
otherwise you assign the value "off<nl>" to maybeyear.
This is true throughout context: you have to be careful
about whitespace in arguments.
