these mechanisms interfere

you may try

\startitemize
\placelist[Topic][label=no,pagenumber=no,before=\startitem,after=\stopitem]
\stopitemize

or hook in a command that does a complete

\startitemize[continue]
\startitem
content
\stopitem
\stopitemize
