Perhaps there is a problem with the setup of the minimals,
your environment or texmf.cnf should contain a setting for
BSTINPUTS. I have here:

   BSTINPUTS = .;{$TXRESOURCES}//;{$CTXDEVTXPATH};$TEXMF/bibtex/bst//
