\c!... commands (keys) are created by \startconstants,
\v!... commands (enumerated values) by \startvariables.

So:

   \startconstants all
      degree: degree
   \stopconstants

you also have a few smaller problems with the definitions
like missing \unprotects etc, but the above is the key to
getting it working.
