I have tried

\usemodule[letter]
\usemodule[t-letter]
\usemodule[t][letter]
\input t-letter

all negativ
kpsewhich finds it, as I wrote

I got the error: system : module t-letter not found

there is no letter.tex

(this all is with luatex, MKII with same context finds it.)
