hm, it could replace mktexlsr if needed; anyhow, in mkiv the kpse lib is
not used at all, and as such mktexlsr is not used too
in that respect luatools is the replacement for kpsewhich+mktexlsr as
stand alone tools, but the same libs are used in mkiv which give sus
more flexibility, speed, etc
