Hello,

There are no ligatures in the frame in the header:

% engine=luatex
\setupheadertexts[X --- fl -- X\startframedtext X --- fl -- X \stopframedtext]
\starttext
X --- fl -- X\startframedtext X --- fl -- X \stopframedtext
\stoptext

after quite some testing we nailed down the problem (was a left over 
optimization that was later replaced by another one); will be fixed in 
the next luatex release

(mkiv will have a bit more extensive tracing for this .. \ctxlua { 
callbacks.trace = true }; i'll upload a beta later today)
