ok then, an obscure solution for the natives ... untested:

\setvalue{Ebene:\the\dimexpr 0pt\relax}{1pt}
\setvalue{Ebene:\the\dimexpr 1pt\relax}{-2pt}

\vskip\executeifdefined{Ebene:\the\lastskip}{0pt}\relax
