I guess this is what you need:

    \startsetups[setups:endnotes]
        \setupwhitespace[5em]
    \stopsetups

    \setupnote
        [endnote]
        [before=\directsetup{setups:endnotes}]

    \starttext
    \dorecurse{5}{\input zapf\endnote{\input knuth}}
    \placenotes[endnote]
    \stoptext
