Oh, I see. Somehow the interlinespace setting from the typescript
doesn't come through. You could do this:
\setuphead
[chapter]
[style={\switchtobodyfont[18pt]\setupinterlinespace[line=10ex]}]
but it is weird that it does not work out of the box.
