If you don't mind using a slighty different command:
\definereferenceformat [inAeq] [left={eq.~(A-},right={)}]
\starttext
\placeformula[eq:A-somewhat]
\startformula a=b
\stopformula
See \inAeq[eq:A-somewhat]
\stoptext
