I do not think you can get this:

1 footnotetext
2 footnotetext

and then

~9 footnotetext
10 footnotetext

The best you can have (afaik) is:


~1 footnotetext
~2 footnotetext

and then

~9 footnotetext
10 footnotetext


It should be relatively simple for you to tweak Wolfgang's solution to
do that.
