Hi Hans,
the MkIV version of the x-set-11 module did not work with multiple
definition files, in the example below only t-letter.xml is loaded
and \setupframed is not shown in the output.

\loadsetups[t-letter.xml]
\starttext
\setup[setupframed]
\setup[letter]
\stoptext

you test the beta on the ftp server (it's a bit tricky as we need to
consult multiple xml files in sequence)
