This works, but shouldn't be the whitespace a global setting?
I found an other ?solution?
When BOTH
\setupwhitespace[small]
\setupcolumns[blank=halfline]
is set then halfline is accepted. But halfline > small.
I like context very much, but finding the right option is often a
game of pure chance.
