The internals have changed and as a result 'textstyle=cap'
does no longer work but you can get the same result with:

%\setuphead[section][textstyle=\tfb,deeptextcommand=\cap]
\setuphead[section][deeptextcommand=\WORD]
\starttext
\section{Am I capped?}
\stoptext
