Remove the spaces before the '=' in the assignments.

\setupdissertation
   [     title={How to do this in Context},
    authorname={The author},
          date={July 26, 2005}]

You can also simplify your defintion of \setupdissertation:

\def\setupdissertation
   {\dodoubleargument\getparameters[\??DISS]}
