Seems to be not possible for the moment. Here is another example but
the location of the number is now too far to the right.
\setuppapersize[A4][A3,landscape]
\setupnotedefinition[footnote][location=right]
\setupnote [footnote][align=flushright]
\showframe
\starttext
a\footnotetext{blabla}
b\footnotetext{bububu}
\stoptext
