The *strict prevents widows and orphans (comment \setuplayout in this 
example)
but the important setting here is \setupalign[line].

\setuplayout[setups=*strict]
\setupalign[line]

\starttext
\dorecurse8{\mySection} % try \dorecurse7 here
\vfil\stoptext
