I suggest to use sectionblockenvironment for these settings, e.g.
\startsectionblockenvironment[backpart]
\setupusepagenumber[numberconversion=Romannumerals]
\stopsectionblockenvironment
> possibility change of section numbering to (for. example) only numbers
> in all parts of documents
\definestructureconversionset[numbers][][numbers]
\setupheads[sectionconversionset=numbers]
