The rules in mkiv are a little different. This is hinted at by the
last section of the wiki page, but not very clear. Here is how to
get protrusion in mkiv:
\definefontfeature[default][default][protrusion=quality]
\setupalign[hanging]
\setupbodyfont[times,12pt]
(so less, but different code is need)
