Hi Hans,
many thanks for the new beta.
I have noticed that margin data prevent the lines in which they are
located to be numbered.
Here you have a minimal example:
\definemargindata[mgch]
\setupmargindata[mgch][location=outer]
\starttext
\startlinenumbering
\dorecurse{10}{\mgch{0}unnumbered lines }
\dorecurse{10}{numbered lines }
\stoplinenumbering
\stoptext
