We need to define a handler similar to chinese and korean, but with 
japanese rules etc. I will make a basic setup so that we have a starting 
point.

It would be handy to have some test files. For instance, in 
http://www.w3.org/TR/jlreq/ the text in fig 3.1, 3.2, 3.3 which has 
mixed punctuation etc.
