\setupcolors[state=start]
\setupinteraction[state=start]
\reference[knuth]{}
\input{knuth}
\page
\goto{see knuth}[knuth]
see knuth quotation on page \at[knuth]
\stopcomponent
is compiled with the latest version of Context (2012.05.20, MKIV), the
links show as expected but do not actually lead to the the page referenced.
This functionality is critical to my journal so any suggestions or fixes
would be greatly appreciated.

seems to work here .. it helps if you add a name after \startcomponent
