Is there an "environment" (i.e., like a \startframed ... \stopframed)
method for using \framed{ ... } on a block of text? Certain \start ...
\stop combinations don't seem to play well with \framed{ ... }. For
example,
\usemodule[amsl]
\starttext
\framed{
\startformula
\startalign
A=B
\stopalign
\stopformula
}
\stoptext
fails evidently because \framed{ ... } and the \startalign ...
\stopalign don't like one another.

Please do not use the amsl module. It has not been updated in years and context core provides almost all the functionality.

Untested, but the most likely reason is that framed starts a hbox rather than a vbox. Use
\framed[align=normal]{...}
to start a vbox.
