this is the magic!

texexec [which i assume you use] has a couple of switches:

--arrange
--noarrange

when you add a \setuparrange command, --arrange should do the trick.

actually, texutil should not process an arranged tui,

if everything fails:

- comment the arrange line
- process the doc in the normal way
- uncomment the arrange line
- process the file once (--once) so that no new tuo file is made
