No, currently some settings in the pdftex.cfg file are rather system dependent, like the map files that you use. Since pdftex defaults to psfonts.map and ignores later specs of the same font, as well as uses map file entries for analyzing purposes, i would like to have away to overload this. \pdfcfgfile would be a nice option. Alternatively it could be a progname related something, context.cfg pdftex.cfg and alike with the pdftex.cfg being used when no other is found.
