I want to create a two-side chapter title page beginning on the right side
with the next (left) page clean. I don't want the pagenumbers to be
printed. I tried footer=empty and after=\page[blank] in
\setuphead[chapter] but had no effect.
Could anyone suggest a solution, please?

another option is:
\setuphead[chapter]
[header=empty,
after={\page[left,blank,right]}]
