\page[blank]  : no ornaments
\page[empty]  : empty page, no page break first
\page[makeup] : also empty, forces a page break first

so,

\page[yes,empty]

is first flushing the current page, and then issuing an empty one

so, what you want in addition is something

\startstandardmakeup[doublesided=no]
\labeltext{blankpage}
\stopstandardmakeup

or so, but then accessible by keyword? (\page[makeup,text] or so)
