Hi:
I know that some people are using ConTeXt with Omega. What's the benefit to
using Omega instead of a native ConTeXt module? Is it better to develop
ConTeXt's language handling capablilities (as with the Chinese package) or
use Omega OTPs?

it depends on what you want to achieve, so: what do you have in mind?
[omega is *not* a multi lingual system, it's a 32 bit tex, with a
preprocessor (otp) and multidirectional typesetting; there's nothing really
new in terms of primitives related to languages, for instance there is no
\chinesenumeral (which is why i had to define it myself)]
