another option is to put it in the backgrounds, or use log space directly 
(instead of head), or simpler:

\setuplayout[bottom=1cm,bottomdistance=.5cm]
\setupbottomtexts[...]

maybe an expansion problem (good try for eomega)

   \unexpanded\def\JSSlogo ....
