Hi there,

why is frame=on and the offset ignored? (Why do I need ... enlarged
in MPgrahic?)

because setuptextbackgrounds only passes values, you can try to use 
OverlayOffset or so but 'm not sure if i added that; just collect your 
wishes and i'll see what i can/will honor
