Dear colisters,
is there a way to tel Context to be dumb about pagebreaks? I mean to 
say "fill every page with the exact same number of lines, no matter 
what, regardless of clubs, widows, women and children"? Here's my setup:
\setuplayout[lines=17,footer=0.7cm]
\starttext
\clubpenalty=0
\widowpenalty=0
Nevertheless, some pages are 1 or even three lines shorter than the 
rest (there are no tables, floats, pictures etc.). Can this be 
prevented?

Kudos to Patrick for pointing out what was wrong with my file--he 
helped me immensely, and I'm very grateful to him. The solution is: in 
addition to \clubpenalty and \widowpenalty, there is also 
\brokenpenalty, which enforces the good old typographical rule that no 
page should be broken after a hyphenated word. When I set it to 0, all 
my pages had exactly the same number of lines. Thanks to Patrick, and 
may others find it useful!
