It’s a problem with the header setups in the example document, with the following settings the output is correct:

\setuphead
  [section,subject]
  [style={\ss\bfa},
   before={\blank[2*big]},
   after={\blank[nowhite]}]

and

\setuphead
  [title]
  [ style={\ss\bfd},
   before={\begingroup\switchtobodyfont[14.4pt]},
    after={\leftaligned{\ss\tfa A. U. Thor $\langle$\from[author-email]$\rangle$}\blank[2*big]\endgroup}]
