here is another variant:

     PRESET

\startsetups pagenumber:action
     ACTION
\stopsetups

\setupbackgrounds
   [page]
   [background={pagenumber:preset,pagenumber:action}]

\starttext
     \dorecurse{4}{\page[empty]}
\stoptext

(just to illustrate that an overlay can be used for anything)
