it's a bit more general ... i changed something in the beta and the next 
seems to work now

\startbuffer [component]
     \startcomponent *
         ((set reference\textreference[check]{check}))
     \stopcomponent
\stopbuffer

\savebuffer[list=component,file=test-component.tex,prefix=no]

\setupinteraction [state=start]

\starttext

     there: \in[check]

   % \start
         \component test-component

     there: \in[check]
     \page
