Hans,
I’m afraid that PDF bookmarks don’t follow sectionconversionset option
from \setuphead.
Here is the sample:
\setupinteraction[state=start]
\placebookmarks[chapter,section]
\definestructureconversionset[sectionnumbers][0,I,A,n,g][n]
\definestructureconversionset[appendix:sectionnumbers][0,A,n,g,a][n]
\setupheads[sectionconversionset=sectionnumbers]
