if you want no head-related nodes interfering, use:

% \setuphead[chapter][placehead=hidden]
% \chapter {test}
%
% %(\synchronizehead{chapter}) % \getheadsyncs
% %(\getfullstructurenumber{\thenamedheadlevel{chapter}})
% %(\getspecificstructuretitle{\thenamedheadlevel{chapter}})
%
% (\placerawheaddata  [chapter])
% (\placerawheadnumber[chapter])
% (\placerawheadtext  [chapter])

at some point you need to make sure you flush but you can decide to do 
it in some safe place (a header or footer or whatever you build as 
chapter opening)
