It is applied to any character that you want, of course given that you associate expansion factors, but that happens for quite some characters in context. Concerning homogenization, context has support for dynamically aplying feature (alternates) to improve the look and feel but of course not many fonts have multiple variants for glyphs grouped in stylistic alternates so this mechanism is hardly used (only for some arabic).
