\setbreakpoints[compound] works in the following sample:

    \language[nl]
    \setbreakpoints[compound]
    \starttext
    \hyphenatedword{Amsterdam--Buitenveldert}
    \stoptext

I don’t know whether it would make sense to use an en-dash for compound
words in Dutch.
