I would separate both settings and put \setupdocument somewhere in the 
preamble.

\setupdocument
   [metadata:title=\documentvariable{title},
    metadata:author=\documentvariable{author}]

\startdocument
   [title=My title,
    author=Me]
...
\stopdocument
