This cannot work \startluacode has to “see” \stopluacode. Use buffers:

\unexpanded\def\startWord
  {\grabbufferdata[Word][startWord][stopWord]}

\unexpanded\def\stopWord
  {\startluacode
    print(buffers.prepend("Word","context[["))
    print(buffers.append("Word","]]"))
  \stopluacode
  \ctxluabuffer[Word]}

\starttext

\startWord
  abc
  def

  ghi
\stopWord

\stoptext
