Your example is typeset correctly if one puts
\setuplanguage[fr,agr]
The wiki entries are based on the old interface files with a few updates, for a complete list look into i-context.pdf (or setup-en.pdf on Hans homepage).instead of \setuplanguage[fr][patterns={fr, agr}].
On the wiki I didn’t find the keyword « patterns =………» for \setuplanguage.
