I don't know what you mean with the red colorbut you can place notes at
the end of a chapter with the following setup.
\setupnote[footnote][location=none]
\setuphead[chapter][aftersection={\placenotes[footnote]}]

which is a bad idea.
3. Where do you have a note *after* a section in your example?
