you can try this:

\setuphead[subsubsection][number=no]
\setuplist[subsubsection][distance=20mm,width=20mm,textcommand=\mycmd]

\def\mycmd#1{\hskip20mm#1}

\starttext
  \placecontent
  \page
  \section{S}
    \subsection{Ss}
      \subsubsection{Sss}
\stoptext
