you can do manual balancing (experimental, esp the continue with a next 
columnset part):

\setupcolumnsetlines[whatever][2][1][3]
\setupcolumnsetlines[whatever][2][2][5]
\setupcolumnsetlines[whatever][2][3][10]

[page in sequence] [column] [lines]
